itcl3-dev software package provides [incr Tcl] OOP extension for Tcl - development files, you can install in your Ubuntu 16.04 LTS (Xenial Xerus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install itcl3-dev
itcl3-dev is installed in your system.
Make ensure the itcl3-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep itcl3-dev *
You will get with itcl3-dev package name, version, architecture and description in a table
